A really good place to find Photoshop plugins is eBay.  I get quite a few plugins directly from the software developers for review.  For those I can't....I can get at a fraction of the cost here on eBay.  Quite a bit of the time there is only junk.  But sometimes there are some real "gems" that can be purchased for about half the normal price.  Why pay retail price if you don't have to?
